Refine the format of Suggested OWNERS when git cl upload |

What steps will reproduce the problem?
(1) git cl upload, it will prompt Suggested OWNERS.

What is the expected result?
Suggested OWNERS: (Use "git-cl owners" to interactively select owners.)
abc@chromium.org, def@chromium.org
What happens instead?
Suggested OWNERS: (Use "git-cl owners" to interactively select owners.)
abc@chromium.org
def@chromium.org
Please use labels and text to provide additional information.
If owners are separated by comma plus one space instead of new line, we can simply copy the owners to other places like codereview.chromium.org.

page at the end of this report.

I'd like to do a larger overhaul of how git-cl-owners works, but this is a reasonable request in the meantime.
