Support custom cursor with accessibility large cursor

Issue description

Chrome Version: Chrome OS
OS: ToT

What steps will reproduce the problem?
(1) Enable accessibility large cursor
(2) Custom cursor is not supported

What is the expected result?
Custom cursor should work with accessibility large cursor.

What happens instead?
It falls back to the default cursor.
