Bluetooth subpage does not scan continuously

1. Disable bluetooth
2. Click on Bluetooth section (but not the enable toggle) to enter the subpage

Observe: No bluetooth scan animation and no unpaired devices shown
Expected: Bluetooth scanning should remain on when subpage is open.

Better repro:
1. Navigate to bluetooth subpage (chrome://md-settings/bluetoothDevices)
2. Disable then re-enable Bluetooth

Observe: No scanning.

MD Settings: Bluetooth: Clean up observers and discovery logic

Calling 'stopDiscovery' when the bluetooth adapter is not powered will
always fail, and the new UI should always be discovering when the subpage
is shown and the device is powered.
