ts_mon should expose "stop sending metrics" API |

Issue descriptionThere is already ts_mon.common.interface.State.flush_enabled_fn which will immediately take effect when changed. It's just not exposed in the top-level __init__.py. Context: on windows, swarming bot spawns another process with ts_mon, dulpicating metrics. The parent should explicitly shut down sending metrics before launching a child, and this requires an API.
