TTS Pause flag does not work properly

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/602.4.8 (KHTML, like Gecko) Version/10.0.3 Safari/602.4.8 Steps to reproduce the problem: 1) Load test page in Chrome 2) Click speak 3) Wait until the last word (pause) has spoken. 4) Quickly click pause right after it's done. 5) Click Show Status... all three will be false. 6) Click Speak. 7) Show Status now shows 'Speaking' as true and 'Paused' as false, but now speech is heard. 8) Click Resume... speaking will resume as if it was paused. Chromebooks are different. Pause does NOT pause during an utterance, but leave the browser in a similar state where resuming is needed after speaking because it's as if the browser thinks it's paused. What is the expected behavior? 1) Chromebooks should support pausing during an utterance 2) The paused state should report properly so we know if resuming is necessary. What went wrong? According to the report this is a ChromeOS specific bug, possibly due to the inability or failure to pause an audio track. Relabeling as best I can.
