[DevTools] Responsive Mode unexpectedly changes height of element

Status: WontFix (was: Assigned)
This is due to the page lacking viewport meta. Therefore, Chromium thinks it's desktop-optimized, and scales down the whole page to "fit" small device screen. The actual css height of the element stays 200px.
