vrbo.com 'login with facebook' broken with --top-document-isolation

Issue description

Repro instructions:
 - Run with --top-document-isolation
 - go to vrbo.com
 - Try to log in using the 'log in with Facebook' option
 - Note a blank popup that hangs.

Observed on Mac, 56.0.2924.87 (Official Build) (64-bit)

Disabling TDI and restarting seemed to fix the problem

This is TDI specific; it doesn't happen with 

It looks like the scenario here might be a.com(b.com), where the main frame (a.com) opens a popup to a b.com URL. I observed that the b.com popup stays in a's process, though it's same site with the b.com iframe, which is in the TDI process.  [in this example, a = vrbo.com and b = facebook.com]

nick@, I cannot repro on Linux at ToT (i.e. at 4ab93d541b2b I get no repro with --enable-features=top-document-isolation and no repro with --site-per-process).
