Currently WebApks are defined by a manifest and its location. Developers may want to move their manifest but existing users' apps wouldn't update anymore. I think the way to handle this is that we'd require webdev to redirect the manifest and then at apk-generation time use the redirected manifest's resources to update the webapk.
