chrome://policy doesn't refresh automatically on policy fetch failures

Issue description

What steps will reproduce the problem?
(1) Navigate to chrome://policy under a managed user. Check that "Status: OK" is displayed.
(2) Disconnect from all networks.
(3) Click "Reload policies".

What is the expected result?
The page is automatically updated to display "Status: Network error" and with the new "Last fetched" time.

What happens instead?
Nothing happens on the page until the user refreshes it manually.
