Regression: Unnecessary movement of readings is seen after on 'Clear All' icon in Network section

Issue description

Chrome Version: 58.0.3020.0 (Official Build)22a030be0c75c7a39b938d51d04bcc259bf9fe17-refs/heads/master@{#451874} 32/64-bit.
OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

Steps:
1. Launch Chrome and open devtools on NTP
2. Go to Network section, click on 'Clear All' icon and observe

Actual: Unnecessary movement or flickering of readings is seen after on 'Clear All' icon

Expected: No such movement or flickering of readings should be seen after on 'Clear All' icon

This is regression issue, broken in ‘M 56’ and will soon update other info :

Good build:58.0.3009.0
Bad build: 58.0.3010.0

Correction:
This is regression issue, broken in ‘M 58’

Bad build: 58.0.3010.0 (Revision: 449855).

You are probably looking for a change made after 449841 (known good), but no later than 449842 (first known bad).

Note : Able to reproduce the issue in Ubuntu 14.04,Win 10.0 and Mac 10.12.2 and Able to reproduce in latest Canary #58.0.3020.0
