Almost all sendBeacon tests should use check-beacon.php to confirm that the requests arrived at the server

sendBeacon()'s return value doesn't mean that the beacon has reached the destination server. Some of the layout tests should check that by check-beacon.php (accompanied with use of save-beacon.php).
