Update web-platform-tests expectations for WebVTT API move

Renamed webvtt-api-for-browsers/vttcue-interface -> api/VTTCue

Need to update test expectations accordingly.

I think this should be handled by the importer. Import currently ongoing in https://codereview.chromium.org/2711183003, so we'll see when it lands I guess.
