Hovering on the names in perf results, shows description in catapult framework.

e.g. On hovering over avg_surface_fps, following tip is shown.

avg_surface_fps
Average frames per second as measured by the
platform\'s SurfaceFlinger.

If we add comparison metric like which result is better (smaller the better, larger the better), it will help understand results better.

e.g. The description should be something like below -

avg_surface_fps
Average frames per second as measured by the
platform\'s SurfaceFlinger.
(Larger the better)
