"ios_web_unittests" is flaky

Issue description

"ios_web_unittests" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

This is mostly timing out rather than outright failing.
The earlier  bug 643835  looks similar - eugenebut, any ideas?

I can't make any sense of the failure log:

Sana, Serget, do you have any idea why swarmint times out?
Hmm... My first thought was capacity, but this pool looks pretty healthy, especially at 1:28am: http://shortn/_nBL6vnhmv1

The task was assigned a bot, but the bot didn't finish in 20min and got killed. The same bot runs a bunch of other tasks just fine and pretty fast, so the machine itself is likely OK.

Incidentally, the machine got rebooted right after this task timed out: https://goto.google.com/crnbk (see the uptime graph). The tasks before or after this failure seem healthy, so this must be just a regular reboot.

In re #2: the timeout is because the task hung for too long with no output.

Looking at the logs (https://chromium-swarm.appspot.com/task?id=34831e1ad195ad10) we see that iossim was invoked and hung until the task timed out.
