Update EoL notification message

Issue description

As per latest EoL policy (goto/cros-eol), there is no security only updates mode after EoL, 

This bug is to update UI notification messages listed at: https://docs.google.com/spreadsheets/d/1aeRLSgLcBOnMkDOvZIylIAq38EmTpF9E2jwynHe6Ph8/edit#gid=0 to reflect that 

Couple of request:
1) Remove State 1: Security-Only update messaging 
2) Update State 2: Remove any references to security only updates 

Sarah, are you the right owner to update these? 

We can follow up in the spreadsheet the final wording for this

I will work on it. How about just:

This device will no longer receive software updates. You can continue using your computer but should consider upgrading. More info
yeah, I noted same text in the spreadsheet. Please do update that too.
I THINK the text at state 1 didn't show up in the product when I tested it.

I can still see the text for 2 states if I set the eol status manually.
Is update_engine already aware of this change and have stopped sending security-only signals?

Re #4, no, update_engine will send "security-only" state as well. Did you change your mind and removed "security-only"?

You can always just not use the security-only state from Omaha and leave the support there. What's wrong with that?
Re#6: Thanks for the clarification. I just want to understand that omaha is not changing the value of the signals. I'm fine with just remove it in the UI.
