AMP article scrolling broken in contextual search window

To reproduce:

1.) Visit wsj.com
2.) Tap on an article
3.) Long press and select article title
4.) Slide up contextual search drawer
5.) Choose an AMP article
6.) Scroll down the AMP article
7.) Scroll back up

You'll notice when you try to scroll back up, you can't. It instead drags down the contextual search window.

See issue 653760 for the problem with AMP articles having a main iframe that will scroll up but not down.  We landed a workaround for this by not opening AMP articles within their iframe viewer in the overlay -- instead we open the selected article in a separate tab (see  issue 645325 ).  But it looks like there's a regression in  issue 645325  or some case we missed.
