Enable Web Developers to identify animation jank

Issue description

There's no good way for developers to identify animation jank today.

There are a bunch of different solutions, depending on how much fidelity we want.

• Expose an estimate of when a rAF's content was actually displayed.
• Long Frames API
• A "time remaining" parameter to rAF.

We should figure out what we should expose here.
 
As discussed today adding"time remaining" parameter to rAF is not a substitute for a web perf API for animation jank.
I'm filing a separate bug to this track add "time remaining" parameter to rAF.
Let's use this bug to track the web perf API.

This is essentially the Frame Timing / Slow Frames API.
This is still on the backburner.

Hey Tim: this came up when on the CSM triage rotation, even though it's P3 and therefore should be on a yearly review calendar. Should our query looking for bugs that we've dropped also include bugs that are "Available", in addition to bugs that are "Unconfirmed" and "Untriaged"? Alternatively, should we change the status of this to unconfirmed or untriaged?
