MD Settings: "Use system title bar" toggle ignores clicks. |

Issue descriptionRepro steps: 1) Got to the "appearance" section. 2) Click/tap the "Use system title bar and borders" toggle. Expected It has an immediate effect. Actual The toggle requires two clicks. The 1st is doing something (?), but it is not flipping the state of the toggle. The 2nd one is flipping the toggle.

It seems that the toggle is not always flipping the value when clicked.

dpapad, can you still repro? I suspect this was accidentally fixed by another CL, since we have done further work on this topic since Feb 21. Marking as Fixed temporarily...

I am not able to repro anymore either. I'll do a reverse bisect, to figure out what fixed it.
