Chrome should detect and alert if running in compatibility mode

Issue description

Chrome Version: M58
OS: Windows

It would be good to infobar or alert users if they are running in App Compat mode, point them at a help center article for fixing this - since it probably causes crashes/stability issues and is not supported by Chrome.

This can be detected using __COMPAT_LAYER environment variable. It would be good to start by detecting how many users are in this mode.

xref to  bug 700509  wherein we discover two things:

- Many/most/100% users on Win10 1607 are shimmed (potentially users with a precision trackpad are not? not confirmed either way)

- __COMPAT_LAYER doesn't seem to be set
