Command and control keys no longer work in fullscreen mode on macOS on M58 dev

Issue description

Chrome Version: 58.0.3013.3 (Official Build) dev (64-bit)
OS: macOS 10.12

What steps will reproduce the problem?
(1) Open Chrome Dev M58 in macOS Sierra
(2) Make the browser go into fullscreen mode
(3) Try to use command+T to open a new tab, or ctrl+tab to move from one tab to the next

What is the expected result?

The above commands produce their desired action.

What happens instead?

Nothing
