[Feature Request] - Do not log *intentional crash* server IDs on chrome://crashes page

Project Member Reported by jainabhi...@chromium.org, Feb 21 2017

Issue description

We sometimes work with users in getting crash IDs. This helps us identify trending issues which can be used to escalate crash related bugs identified in community or social.

Sometimes users type chrome://crash instead of chrome://crashes
This logs a server ID on crashes page which is due to intentional crash.

While user is not aware they are sharing intentional crash ID, we also dont have any idea till we look for crash ID in crash.corp which unfortunately does not help user or us.

Request is to not log intentional crashes on chrome://crashes page.
Risk I can see, we might miss crashes which are caused by maliciously extensions or malware by just pointing chrome to chrome://crash URL to crash chrome on launch or while doing something. Never seen such but still dont want to rule out a possibility.

i disagree -- all crashes, regardless of source, should be shown. however, we should be able to surface a bit more info in the crash page so people can see where the crash came from.
