Fetching data URLs from XMLHttpRequest

Issue description

Chrome making up its own MIME types for data URLs is making it fail a lot of tests: http://w3c-test.org/XMLHttpRequest/data-uri.htm.

Changing to a Compat issue, since it's reported as a spec issue.

Confusing as it is, I understand that Type=Compat is actually for site-specific-compatibility issues and not general interoperability issues (with other browsers or with the specification).
