Consider switching enable-physical-web flag to disable-physical-web

Today PW is enabled for 100% of default group, but there are still cases where chrome comes with PW disabled on first launch.

We should consider swapping our finch flag for a kill switch instead by making it on by default unless explicitly disabled by finch.
