Mac - Copy Image doesn't play nicely with other apps

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Open a google image search, select an image
2. Right-click image, select Copy Image
3. Paste into Skype chat (for example)

What is the expected behavior?
Image is pasted into the conversation

What went wrong?
URL is pasted as text instead of image being pasted.

This has come up before, e.g. https://bugs.chromium.org/p/chromium/issues/detail?id=614055
and
https://bugs.chromium.org/p/chromium/issues/detail?id=660147

The solution in each case has been to get the destination app to "fix" it, rather than changing what Chrome provides. Comparisons have also been made to how Safari behaves. However, if I follow the steps above in Safari, I get the image in Skype, not the URL.

If I run "the clipboard as record" in Apple Script Editor I see a «class TPIC» from Safari that's not provided by Chrome:

Did this work before? Yes 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: OS X 10.12.2
Flash Version: Shockwave Flash 24.0 r0

Looks like in the GIS case, we copy the base 64 URL and Safari uses URL of the original image.

This thread (https://twitter.com/Viss/status/878283896680402944) notes that the contents of the clipboard after "Copy Image" differ depending on whether the image is a subresource or the top-level document (meaning "Open image in new tab" may allow you to copy in a format for which Paste works correctly).
Re #3, the actual variable seems to be whether there's an ALT string on the IMG tag. (Test page: https://bayden.com/test/imagecache.html)
I get the same problem ... but pasting it to a draft gmail in Chrome!
Has been a problem for me for months.
