Regression:Unnecessary two scroll bar is seen after hitting spacebar key in chrome://md-settings/

Issue descriptionChrome Version:58.0.3019.0 (Official Build)7b0df7db9fdc7ca5f972059cf0236f4886b4c884-refs/heads/master@{#451676} 32/64-bit. OS:Windows(7,8,8.1,10), Mac(10.11.6, 10.12.1, 10.12), Linux (14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://md-settings/ (2)Press tab key till focus reaches iron icon of 'open a specified page...' option under 'on startup' section. (3)Resize browser window from R.H.S and hit spacebar key,observe the scroll bar. Actual: Unnecessary two scroll bar is seen after hitting spacebar key. Expected: Only one scroll bar should be seen after hitting spacebar key. This is a regression issue broken in 'M56' and below is the manual regression range: Good Build: 56.0.2894.0 Bad Build: 56.0.2895.0
