scroll lag on android webview

Issue description

Example URL:
Burger King Italia - Android App

Steps to reproduce the problem:
1. Scroll on home page list
2. open nav menu
3. go to "termini e condizioni"

What is the expected behavior?

What went wrong?
Scroll not fluent in every vertical scrollable webview after Android System Webview update, without the latest update the app works well

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes 55.0.2883.105

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87  Channel: stable
OS Version: Android 6.0.1
Flash Version:

I can't find this app on the play store. Can you provide the link, or maybe attach the apk in case it's region locked to italy?

also what device are you using?
Ok, this is playstore link: https://play.google.com/store/apps/details?id=it.burgerking.android&hl=it and this is the apk: https://we.tl/y64z7EYhvJ . 

I have problems with every devices that use Android System Webview or Chrome version: 56.0.2924.87. Device tested with this problem: Samsung Galaxy S4 Android 6.0.1, HTC One M7 Android 5.0.1, LG Nexus 5X Android 7.1.1, Leeco LePro 3 Android 6.0.1.
Pay attention I noticed that some device have multiple system webview installed, you need to disable it and use Android System Webview or Chrome v.56.0.2924.87, you can also verify in the logcat which user agent the app use( search: "INFO: User Agent:" then chrome/..).

If you looked in devtools, you would see this error:

Unable to preventDefault inside passive event listener due to target being treated as passive. See https://www.chromestatus.com/features/5093566007214080

You need to make sure your event listener is not passive if you want to preventDefault a touch scroll.
