UVC webcam no longer works

Issue description

Chrome Version       : 58.0.3013.3
OS Version: Debian Testing
URLs (if applicable) : (Google hangouts)
Other browsers tested: None

What steps will reproduce the problem?
1. Open a hangouts video chat
2. Fail to join as camera is never initialised

What is the expected result?
Camera is initialised and able to join video chat.

What happens instead of that?
Tab hang.

Please provide any additional information below. Attach a screenshot if
possible.

Notable kernel notes:
(tested from a fresh reboot, into linux 4.9, previous was 4.6 which had the same issue despite previously working)

[  144.583302] uvcvideo: Failed to query (SET_CUR) UVC control 11 on unit 2: -110 (exp. 1).


The last line repeats for each attempt.

A different desktop app (Gnome cheese) was able to connect to the camera and display a valid image.

Should have added, hardware is a Lenovo T430.

Unable to reproduce this issue on Linux Ubuntu14.04 (Integrated Camera),Mac 10.12.2 & Windows 10 using chrome reported version-58.0.3013.3 & latest Canary-58.0.3019.0.
Able to join video call successfully using Ubuntu- integrated camera & no hang observed.
Could anyone from MTV team please look into this issue as Chrome-hyd team do not have Linux Debian & UVC webcam to triage the issue.

Now unable to reproduce this, despite not changing kernel or Chrome version.
