Regression: 'Show all' button is not seen properly on download bar for Hindi language.

Chrome Version: 58.0.3019.0 (Official Build)7b0df7db9fdc7ca5f972059cf0236f4886b4c884-refs/heads/master@{#451676} 32/64-bit.
OS: Windows(7,8,8.1,10).

What steps will reproduce the problem?
1. Launch chrome and change browser language to Hindi chrome://settings/languages
2. Go to above URL and download any file.
3. Now, observe the 'सभी दिखाएं' button on download bar.

'सभी दिखाएं' button is not seen properly.
'सभी दिखाएं' button should seen properly.

This is a regression issue, broken in M-58 series, below is manual regression range.

Good build: 58.0.3017.0
Bad build: 58.0.3018.0

Note: This issue is not seen on Mac and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 58.0.3017.0 (Revision: 451476).
Bad build: 58.0.3018.0 (Revision: 451537).

You are probably looking for a change made after 451496 (known good), but no later than 451497 (first known bad).

Note :Able to reproduce the issue in Win 10.0 and Not seen in Ubuntu 14.04 & Mac 10.12.3.and able to reproduce in latest Canary #58.0.3018.0
