ec: Consider removing support for SHAREDLIB region

Issue description

https://chromium.googlesource.com/chromiumos/platform/ec/+/214e8cacab495149fa7bdc1bf459c4615119336b added support for shared objects between RO and RW partitions.

Almost 2 years later, this does not seem to have any users, and, among other things, makes include/config_std_internal_flash.h more complicated than it should be.

The CL has no background as to why it is useful, or why it was implemented (Aseda?), so we might want to remove it in an attempt to simplify our code base.

Development kind of fizzled out and as it stands, it would only really work on lm4. I had focused my efforts to working on EC-3PO, which benefits would apply to pretty much all ECs.
