Regression:Unnecessary scroll bar is seen in 'Sources' section of devtools.

Issue description

Version: 58.0.3019.0 7b0df7db9fdc7ca5f972059cf0236f4886b4c884-refs/heads/master@{#451676}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Sources' section and click on '>>' and open 'Snippets' section
3. Now resize the 'Snippets' window from bottom to top and observe

Actual: Unnecessary scroll bar is seen after dragging 'Snippets' window from bottom to top
Expected: Unnecessary scroll bar should not be seen after dragging 'Snippets' window from bottom to top

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2896.0
Bad build: 56.0.2897.0

You are probably looking for a change made after 426643 (known good), but no later than 426644 (first known bad).

Note :Able to reproduce the issue in Ubuntu 14.04,Win 10.0 and Mac 10.12.3.and able to reproduce in latest Canary #58.0.3018.0
Status: WontFix (was: Assigned)
This would require a somewhat complicated fix for a really small edge case.
