Some Flash gadgets are failing to display

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Example URL:
http://www.ighome.com/directory.aspx?q=clock

Steps to reproduce the problem:
1. Visit http://www.ighome.com/directory.aspx?q=clock

What is the expected behavior?
Clock and calendar should appear in Date and Time box.

What went wrong?
A jigsaw shape and "Right-click to run Adobe Flash Player" flashes briefly then box is blank (white).  Right clicking on the box shows an Adobe Flash menu.  The top option says "Movie not loaded..." and is greyed.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes Probably 55.

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24,0,0,221 

Tried adjusting Flash Content and Plugin settings but with no effect.

Able to reproduce the issue on Windows 10, Ubuntu 14.04 and Mac 10.12.2 using reported version #56.0.2924.87 and latest canary #58.0.3019.0.

Just noticed that clock now displays but doesn't run until you click on the Play arrow.  Chrome Version 57.0.2987.133 (64-bit).
Now running Version 60.0.3112.90 (Official Build) (64-bit) and issue seems to have cleared completely.
Here we go again.  Now the flash gadget doesn't auto-start.  You have to click the Play button to activate it.

Version 61.0.3163.100 (Official Build) (64-bit)
