This is due to where service worker intercepts the request. It occurs after the throttling.

Ideally requests from a page with a controller could go directly to the SW first before any resource throttling. Also for navigations we could not throttle if it turns out a SW will intercept the request.

Probably the long-term solution to this is servificied service worker:   Issue 612285 .
