Cannot get to "Apps .." line at top of screen via TAB

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.76 Safari/537.36 Steps to reproduce the problem: 1. start chromium 2. See the line near the top: Apps ,,, ,,, 3. Hit TAB TAB... to try to reach it. What is the expected behavior? Could reach it. What went wrong? Skipped over it. Did this work before? N/A Chrome version: 56.0.2924.76 Channel: n/a OS Version: Flash Version: Keyboard users have no way to reach it

Able to reproduce the issue on windows 7, Ubuntu 14.04 and Mac 10.12.3 using chrome version 56.0.2924.87 and canary 58.0.3019.0. This is non regression issue as the issue seen from M35 old builds. Marking it as Untriaged to get more inputs from dev team. Thanks,
