Despite several retries, I cannnot get test baselines on https://chromium-review.googlesource.com/c/444189/ for Win7, which stops me from making progress with this CL. Appreciate if this could be resolved, or this particular bot taken out of the rotation temporarily.

Looks like reboot didn't work; still getting ensure_goma.ensure_installed in builds in the past few hours. Would it be a reasonable course of action to SSH to that host to investigate? General question: How is goma generally installed on builders? Is is absent on reboot and then downloaded and installed via CIPD?

I think the cipd issue (that caused ensure_goma failures) has been fixed. I also see green build on this bot today.
