Provide more info in blame layer

Currently one can see only author and a bit of commit hash, when looking at the blame level.
In order to see more, one needs to open history, which currently takes a long time (see  issue 666987 ).

I would suggest adding:
1) Timestamp. I often check blame in order to see whether a line is in MXX or not (i.e. whether it has been landed before the milestone's branch point).

2) Link to crrev or codereview. Most of the time I do not care about entire history, I just want to click somewhere and see what is this CL about.

1) is duplicated in  bug 746594 
2) will be realistically solved by making history faster. I'm hesitant to special-case the linking UI here, since it means more divergence from internal CS that we have to maintain.

orodley@ is working on both of these things and they should be done this quarter.
