Disable SettingsAutofillSectionBrowserTest.CreditCardTests

Investigated failure. Caused by not waiting for dialogs to open in verifyAddVsEditCreditCardTitle before clearing the test.

 Issue 693839  has been merged into this issue.

Should be fixed now. I'll take a look at the end of the day to make sure there are no more flakes, and I'll mark this issue as fixed.
