Ok Google Hotwording Broken on Kevin

Platform: Platform 9297.0.0 (Official Build) canary-channel kevin

Steps to reproduce the problem:
1. Enable Ok Google
2. Train voice model
3. Open Launcher, NTP or "Speak anywhere"

What is the expected behavior?
Mic responds to hotword "Ok Google"

What went wrong?
It doesn't respond, you must physically click on the mic in the NTP or Launcher

Did this work before? No 

Chrome version: 58.0.3015.0  Channel: canary
OS Version: 9297.0.0
Flash Version: Shockwave Flash 24.0 r0

chrome://voicesearch/ looks odd, 'Hotword Search Enabled' should should say 'Yes'. See my attached PDF file.

I was assuming that just "Speak anywhere" was broken because that has been non-functional for years, but Ok Google is complete borked on the Samsung Plus.

This has never worked since bringing the Samsung Chrome Plus (Model XE513C24) the device home on 02/20/2017. When I go to settings and run thru the "retrain voice" prompt it just spins a blue circle around the first one FOREVER just as originally reported here. This is also from being on-line with Samsung help and (I have a ticket number ID4343483657).  I see Chrome recently updated, so I have it another try. NOTHING. I can hit the little microphone and manually initiate a voice search, but it has never responded to "ok google" .... NOTE I AM NOT ON THE CANARY CHANNEL !!!

Currently I am on:
Version 56.0.2924.110
Platform 9000.91.0 (Official Build) stable channel kevin
ARC Version 3756504
Firmware Google Kevin 8785.157.0
