USB device picker API does not detect the devices

Issue description

Steps:
1. Install the App from below:
https://chrome.google.com/webstore/detail/usb-device-info/igkmggljimacfdfalpeelenjeicmfnll
2. Open the USB Device info App
3. Connect a Phone with Serial number
4. Click on Add Device on the USB Device info app

Expected:
The connected Device name along with the serial number should be seen under the Device list when Add Device is clicked.

Actual:
The connected Device info is not displayed.

Did not detect on restart as well

This issue is marked as a regression. On what version of Chrome were all these devices successfully detected?

Durga, please provide the information requested in # 2.
Before you start a bisect it may be possible that this never worked for some devices. Windows is particularly picky about what devices it allows applications like Chrome to detect.

For the devices which are not detected please attach screenshots of the Windows Device Manager showing the device connected.

Tried the above on Win 10 again with Canary 58.0.3020.0. and Stable 56.0.2924.87 and 45.0.2454.101.

Looks like the USB cables or Devices USB ports available here are not in good conditions/loose fitting, but at least its working fine for (LG Nexus 5) and (Samsung Nexus 10) with bit fluctuations in detecting by Device Picker API.

(Samsung Galaxy S3) and (Samsung Galaxy Nexus) are detected under the Windows Device manager but not at all detected by Device Picker API on any version of chrome.Attached Device manager screen-shot for it and its same for both the devices.
Have not tried for iPhone6S(10.21).

Hence considering this as non-regression issue since M45.
Please let me know if any further information is required.

On Windows what Chrome is going to detect about the device is the ADB debugging interface. Make sure that USB debugging is enabled on all of these phones and that the ADB drivers (https://developer.android.com/studio/run/win-usb.html, and see the note about the Samsung Galaxy Nexus) are installed.
