Issue descriptionApp Version: 57.0.2987.71 dev iOS Version: 9.3.5,iOS 10 Device : iPad Air2,iPad Mini, iPad Pro Precondition : 1. Set the device language to RTL locale from device settings. 2. Do not have any links saved in reading list. Steps to reproduce: 1. Launch chrome. 2. Launch any other app (say : safari). 3. Launch chrome in Multitasking mode. 4. Tap on Menu > Reading list. Observed results: Observe that Menu button is not displayed. I have trouble reproducing. I tried on an iPad pro 9.7, iOS 10.2. The only way I get a possible repro is: 1. Launch Chrome 2. Open the Reading List (the string is displayed without the Menu button) 3. Open Safari 4. Launch Chrome in multitasking In that case, the string displayed is the same as the one displayed in step 2, without the menu button. This is WAI. But your steps indicate that you opened Reading List after opening Chrome in multitasking. Can you link to a video please?

Unable to repro the issue verified on the build 57.0.2987.71 and 57.0.2987.72 dev tested on iPadAir(iOS 10).works fine.
