To reproduce:

1) Open https://cs.chromium.org/chromium/src/chrome/browser/ntp_snippets/download_suggestions_provider.cc

2) Click "History";

3) Wait.

4) Click on "+" near the first commit;

5) Click on URL near "Review-Url:";

Expected:
Open something like https://codereview.chromium.org/2688383005

Instead:
https://codereview.chromium.org/2688383005%0ACr-Commit-Position
