Web Speech API is not working anywhere

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
JSfiddle is here. Press click me button and open console to see network error https://jsfiddle.net/bv4fqgbn/2/ 

What is the expected behavior?
Speech is recorded and properly output in the console. 

What went wrong?
Speech API requests microphone permission but immediately fails due to "network" error. 

Did this work before? Yes 

Does this work in other browsers? N/A

Chrome version: 56.0.2924.87  Channel: stable
OS Version: OS X 10.12.3
Flash Version: Shockwave Flash 24.0 r0

Not only jsfiddle, google demo itself doesn't work https://www.google.com/intl/en/chrome/demos/speech.html

Tested on Mac OS 10.12.2 , windows 7 and ubuntu 14.04 using chrome M56 #56.0.2924.87 and chrome canary M58 #58.0.3019.0 and issue is not reproduced.

Attached screencast for reference.

@nikitakononov93-- Could you please check attached screencast and confirm us if we had missed any steps in reproducing the issue and also please try in a fresh chrome profile without any extensions and flags and if you can still reproduce the issue ., please help us by providing the screencast of the issue.

Hey,

Yea, I can't reproduce it at this time. It seems to have happened once, like an outage of some sort for 3 days but now everything is back to normal. I think it's safe to close the issue, I will reopen it once again if I will manage to reliably reproduce it.
