Not able to reproduce on ubuntu or mac on version 58.0.3021.0.
Judging by the nature of the bug, it seems to only be repro with a very specific viewport size. If you're able to reproduce it, could you tell me what viewport height your chrome was?

Able to reproduce issue on Ubuntu 14.04,Windows (#58.0.3021.0 dev)
Resolution of chrome: 1366 x 768(16:9)

The area is still slightly scrollable (it's not meant to be perfect at 90% or any other zoom level for that matter), so showing the scrollbar is appropriate.
