Regression : Unwanted white space is seen at the bottom of chrome://md-settings page.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings and open devtools
2. Now open emulated view and click on 'Show Bookmarks bar' toggle button twice or thrice and observe at the bottom end of the page

Actual: Unwanted white space is seen at the bottom of page and it stays for some time
Expected: Unwanted white space should not be seen at the bottom of page

This is regression issue, broken in ‘M 57’ and will soon update other info :
