Regression : I-beam pointer is seen after hovering on "Open Windows Settings" link on win10 welcome page.

Issue descriptionChrome Version : 58.0.3018.0 (Official Build) 5e7216844858ad1d08a70ac7aeef88547db2be7f-refs/heads/master@{#451537} 32/64 bit OS : Windows 10 What steps will reproduce the problem? 1. Freshly install chrome and launch it (by default chrome://welcome-win10/ welcome page appears). 2. Hover mouse pointer on "Open Windows Settings" link on the page and observe. Actual : I-beam pointer is seen after hovering on "Open Windows Settings" link on win10 welcome page. Expected : Hand pointer should be seen while hovering on "Open Windows Settings" link. This is a regression issue broken in ‘M-58’, below is the Manual Regression range and will soon update other info. Good build : 58.0.3015.0 Bad build : 58.0.3016.0 Note : This is Windows 10 specific issue and not reproducible on Windows(7,8), Mac & Linux OS as the chrome://welcome-win10 page is only accessible by default on Win 10 OS.

Able to reproduce this issue on windows 10 with Chrome Canary# 58.0.3018.0. Manual Bisect: Good Build—58.0.3015.0-Revision (451180) Bad Build—-58.0.3016.0-Revision (451403) Hasbisect-per revision-bisect info: You are probably looking for a change made after 451340 (known good), but no later than 451341 (first known bad).
