VDA test: add a test case to check picture delay.

We need a test to catch bugs like https://bugs.chromium.org/p/chromium/issues/detail?id=683861. There are two ideas.
(1) Use the test input video: First we give the decoder the input buffers as usual. When it reaches an I frame, the test injects an AUD and expects an output picture.
(2) Create and insert a fake I frame from the code. Then inject an AUD.
Which is easier?

Pawel suggested using h264_encoder.cc to generate a test stream.
