Regression : Delay is seen while switching between 'Styles' and 'Event Listeners' tabs in devtools.

Issue description

Version: 58.0.3017.0 8fc480797adb8b57f4dada238f2d85c0fe42115b-refs/heads/master@{#451476}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, navigate to above url and open devtools from context menu by right click of mouse.
2. Now under 'Element' section try switching between 'Styles' and 'Event Listeners' tabs by clicking on them simultaneously,observe

Actual: Delay is seen while switching between 'Styles' and 'Event Listeners' tabs 
Expected: Delay should not be seen while switching between 'Styles' and 'Event Listeners' tabs 

This is regression issue, broken in ‘M 57’ and will soon update other info :
Good build:57.0.2986.0
Bad build: 57.0.2987.0

You are probably looking for a change made after 444928 (known good), but no later than 444929 (first known bad).

Note : 1.Able to reproduce the issue in Ubuntu 14.04,Win 10.0 and Mac 10.12.3.and able to reproduce in latest Canary #58.0.3017
2.Adding Release Block-Stable for this issue.Please remove if not the case.
