The title of tab is showing 1 in place of ! when Error 404 is returned by search quesr

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Visit "https://www.google.com/search="
2. Observe the title of the tab 

What is the expected behavior?
The title must be Error 404(Not Found)!!! 

What went wrong?
The title is Error 404(Not Found)!!1 

Did this work before? N/A 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Tested on windows 10 using chrome stable M56 #56.0.2924.87 and issue is reproduced.

Issue is seen from M30 #30.0.1549.0 and is a non-regression issue.

Marking it as untriaged for further inputs. Attached screencast for reference.

Note : Issue is seen only on windows 10 and not in any other os.
