MD History: "Tabs from other devices" has no style

What steps will reproduce the problem?
(1) Open chrome://history/syncedTabs

What is the expected result?
Pretty.

What happens instead?
1. I got "No tabs from other devices" for awhile (with no styling).
2. Many seconds later, I got all my tabs, but there is no styling; it's missing padding and it's in tiny writing. See screenshot.

Reproducible in two profiles.
