Unable to edit text with ChromeVox using data:text/html, <html contenteditable>

Issue description

Mode: force_next
Version: 57.0.2987.32
Reproduction Steps: 
1. Open a new tab using data:text/html, <html contenteditable> as a temporary editor to work around the ubiquitous and completely innaccessible CodeMirror web editor.
2. Try to enter and edit some basic plain text or code.
3. Notice that ChromeVox appears to not be able to intereact with the contenteditable to edit the text or code.
This works fine on Chrome on Windows.

I think you meant to have something like:
data:text/html, <div contenteditable role="textbox">

which works.

This url: data:text/html,<html contenteditable> - does seem to be valid, I get an editable document. If ChromeVox behaves differently with this url but works with a <div contenteditable>, we should look into that.


Tanks for looking into it. I would be happy to know about any other plain text editors for ChromeOS that work well with ChromeVox so this work around would ot be necesary.
