z-index gets jacked with position sticky, when moving the scroll bar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Go here http://mylibrary.io/#view/?userId=573d1b97120426ef0078aa92&tags=578c336769991ef9000feaff
2. Focus the input
3. Grab the scroll bar, and drag down to scroll
4. Hover the input

What is the expected behavior?
Nothing

What went wrong?
The underlying table suddenly shows through around the area of the input.

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Tested on windows 7 and windows 10 , mac os 10.12.2 ,ubuntu 14.04 using chrome stable M56 #56.0.2924.87 and issue is observed incosistent. And issue is fixed in latest canary M58 # 58.0.3017.0/3018.0 .

Issue is seen from M56 #56.0.2920.0 and earlier versions of chrome behavior is different for the given url.

Hence , this is a non-regression issue. Marking it as untraiged , for further inputs on this.
