Tested on windows 7 and windows 10 , mac os 10.12.2 ,ubuntu 14.04 using chrome stable M56 #56.0.2924.87 and issue is observed incosistent. And issue is fixed in latest canary M58 # 58.0.3017.0/3018.0 . Issue is seen from M56 #56.0.2920.0 and earlier versions of chrome behavior is different for the given url. Hence , this is a non-regression issue. Marking it as untraiged , for further inputs on this. Thanks!
